Some kind of a strange looking wingless fly (I guess because of the halteres). Found three crawling around on the snow. The head sort of looks like a cranefly, and the tip of the abdomen was pincer like.

C. hybrida or nigra
There are two dark-colored species in northeastern Utah, Chionea hybrida and C. nigra. I can't tell them apart from these pictures. There is also a third, yellowish-brown species.
