Great find Tom
It's the weirdest looking cranefly I've ever seen.

 
I keep looking for these
and in the last 6 years, these 2 are only the 4th and 5th ones I've found.
Lynette, you'll just have to go for a nice long walk in the snow and find one of the northwest ones:-)

 
Snow?
We have a lot of soggy grass around here but not much snow. I have to go to the mountains to get into snow. Do you think they are at higher elevations?

 
Mountains?
I'm not sure about elevation, but I've only ever found them on snow. We have enough snow around here that I don't need to go to high elevations, and I find them at low elevations.
