It is a male specimen of Sphaeroceridae. I would guess within Limosininae.

Copromyzinae
Wing venation is too complete for Limosininae (M reaches wing margin). This looks like Lotophila or Copromyza.

When cell cup and bm closed and CuA1 scarcely produced beyond crossvein dm-cu it must be Copromyzinae.
