Size: approx 4 inches long
Found this guy in douglas fir forest at 5,900ft elevation. was just crawling on some low vegetation and fir needles.

Looks like a Two-tailed Tiger Swallowtail
Papilio multicaudatus. The brown color usually means they are about ready to pupate, and at this stage they are often found wandering around looking for a good place to hide. Before this change they are green (or - when much younger they are shades of brown black and white - mimicking a bird dropping.
