Not a nematoceran
I believe this is a Xylophagus even though the coloration of the body seems odd. Note the forked wing vein R4+5, and veins CuA2 and A1 almost meeting at the wing margin. I'll move to family level for further checking by an Orthorrhapha expert.

Doesn't look like one of our species here, but pretty sure it is a Sylvicola.
