Thanks for the ID!
I was thinking Labia minor, but he doesn't seem to have the projection between the cerci that all the others have. Is that something that isn't present/readily visible in all individuals?

 
Everything else matches...
especially the hairiness that can be seen best on the antennae and the underside. The shape of the pygidium is diagnostic, but it isn't always visible.
