At least six of these were walking and flying within a small area (~2 cu. ft.) on and above the soil at one end of a long planter box, noon. I've never seen so many in one place. By midafternoon, they had dispersed.

This comes out at Dilophus tibialis var. breviceps or D. occipitalis in Hardy's key. Closer to the first one.
