Anyone know what genus these bugs are from so I can plan my attack from there? These bugs like to attach themselves to the base of the plant and form a sort of bubble layer around them.

This makes me feel so much better knowing that the damage they do is minimal and that the frothy layer is just a protective layer for the bugs. I sprayed em down with some chili/garlic water. Haven't seen a single one since! Thanks again for the quick reply!

I found some look-a-likes in the genus Aphrophora. Might want to check that out.
