A strange (but neat) looking bee, I am totally guessing that this is a Cuckoo? Any help would be appreciated...

Nomada sp.
Yes, this is one of several different kinds of cuckoo bees. This one is in the genus Nomada, family Apidae (formerly in the now defunct family Anthophoridae). Dang lumpers:-)
