Mt. Holyoke Range, South Hadley, Hampshire County, Massachusetts, USA
Size: 2.2 mm
Emerged on 5/5 or 5/6/2011 from one of these two galls on Quercus alba leaves, collected on 4/18/2011:

Sure…
A male. If you checked under the wing, the abdomen would be smooth and shiny compared to the sculptured head and thorax.
