Size: 1.7 mm
There were a number of these congregating on one type of plant in the garden; I think it's some kind of Artemisia. Some, like this one, were laying eggs. When this fly was done, there was nothing visible to the naked eye, but I could see some incisions in the leaf with my macro lens.
