As I noted in the comments below the first photo, I believe this is some kind of Artemisia--it's growing in my mother's garden, and she thought it was "silver mound artemisia," but a Google image search doesn't bring up any images of similar leaves. I'll try to get an ID on the plants when they bloom. No sign of mines yet, last I checked, but they were definitely ovipositing in this plant.
