Small, black wasp? - Tiphia - male

Small, black wasp? - Tiphia - Male
Urbana, Frederick County, Maryland, USA
May 10, 2006
Size: between 1/4 and 1/2 inch
I tried to get a shot of a live one--- These have been swarming around my and my neighbors houses. I've seen them mating under the leaves of trees as well (multiple males, single female). I'm assuming that the larger ones in this image are females and the others are males. I'm assuming they are some type of wasp. Mostly I'm trying to rule out flying ant. Thanks.
