I would say it is a male Chauliodes rastricornis, the Spring Fishfly.

Thank you, Sean. It's very similar,
although the necklace is not as prominent and there are a few other minor differences. I think Ill put it on the genus page and see what others say.

this is a fishfly
not a dobson fly. they are not the same. female dobson flys have larger mandibles than fishflies, which lack them.
