Aquatic Beetle?
This looks kinda like a male aquatic beetle. THe forelegs have suction pads/cups to adhere to the top of the female's elytra during mating. I am not certain though. I'm much better with wasps.

 
Small Carrion Beetle
Donald Chandler identified it and put comments under the dorsal picture. I didn't even notice those suction pads on the forelegs until you mentioned it. Thanks for the help Andy.
