The spots are poorly developed, but there,
including the little orange one. And, they have tails.

Boisduval's Blue
if i was to make a guess, i would say it is a Boisduval's Blue (Plebejus icarioides)

 
Lack of spots
That was my first thought, but the underwing seems to be almost entirely free of spots.
