Do you have a shot of the underside?
I would think these are either midge or mite galls, and a look at the underside of the leaf might help to decide. There don't seem to be any described galls on morning glory that look like this. Could also be a disease of some sort, I guess.

New images - including undersides of the leaves - posted. There now appears to be a secondary fungal infection on some of the galls (especially on the undersides of the leaves). I have additional images, if you need them. If you need actual specimens, just e-mail me and I will make the necessary arrangements with you. Thank you for your assistance.

 
Hi Tollie,
I just got the leaves you sent. I looked at them under the microscope and didn't see any larvae or mites inside. The whitish patches on the underside were not fuzzy like mite erineum but powdery, suggesting a fungus. Searching around on Google for a little while, I found this (white rust: Albugo ipomoea-panduratae), which looks like a pretty good match to me.

I saw the white patches - thought they might be a secondary fungal infection, instead it's a primary infection ... cool. I appreciate the help.
