Not sure
I doubt that this insect is Hydroporus stagnalis for the following reasons:
H. stagnalis...
- has outer antennomeres infuscated
- prothorax isn't as reddish as this specimen
- abdominal sterna 3 to 6 doesn't have reddish spots

But I am not able to determine which species it is.

Dytiscidae: Hydrocolus stagnalis
H. stagnalis looks likely, but is far from a definitive statement.
