Tiphiid wasp.
Very nice image of a wasp in the family Tiphiidae, probably a species of Tiphia.

 
I agree
A male, virtually identical to European species Tiphia morio. Males of Ephuta velvet-ants have a somewhat similar habitus, but forewing venation is quite different, of a more "generalized" Aculeata type.
By contrast, this large truncated second submarginal cell, and the presence of only two submarginals, are typical of Tiphia.

out of curiousity, could this be a ephuta? ephuta also looks like a tiphiid wasp.
