Is this a wasp? Is it a fly? If so, what kind, please? If not, what is it? Obviously I'm not quite processing my science lessons!

Female obscuripennis?
I think this is the female of Rachicerus obscuripennis; the male antenna is more ornamented and that of the other black species (R. nitidus) unornamented.

I'm seeing halteres, so it's a fly.
Exactly what kind of fly, I'm not sure (those antennae are odd). I'll do some looking around--and others may recognize it in the meantime.

Maybe a Xylophagid of some so
Maybe a Xylophagid of some sort. Some of them have antennae similar to this.
