This looks like a female Braconid Wasp to me. Could it be in the genus
Atanycolus
?

I don't know much about braconids, except for distinguishing them from ichneumonids, but a braconid specialist told me that the antennal scape of
Atanycolus
is distinctive in being sharply excavated at both base and apex. Figures of the scape of
Atanycolus
show it to be rather elongate, and that does seem to be the case here.

Thanks, Bob!
A handy fact to know! I really appreciate learning about these little taxonomic details that seem to never be found in any of my field guides. That's what I really enjoy about this forum--I'm learning all the time! ;-)

Thanks, Jody!
I made a typographical error when I tried to italicize the possible genus for the Brachonid and the computer must have thought every letter after the command should be italicized, too. I see that error is fixed now.
I enjoyed reading your biography and I looked over your web page. Amazing! ;-)
