The wing venation is nicely discernible here, and it's enough to key this unequivocally to (former) genus Plesioclythia in both the MND(1) and Kessel & Maggionalda (1968). However, that genus has now been subsumed within the much larger genus Lindneromyia.

There were just four species in Plesioclythia (see info page), and your Washington location would presumably eliminate the eastern flavicornis and southwestern wheeleri. The description of abscondita here fits fairly well, as does the (less detailed) description of agarici. I can't see how to decide between those two here.
