A few of the end branches of this Hibiscus had many of these white things that look like larvae. Are the white ones Mealybugs?

yes, mealybugs
I took a close look to make sure they weren't lady beetle larvae. Those don't have the long "tails" at the rear end, are tuftier all over, and generally look more active and leggy.
