no, this is an anthomyzid, Ischnomyia. I don't know how to distinguish the 2 recorded species in your area, I. spinosa and I. albicosta

Keith, thanks for getting this to the right place.
The comment under Stephens picture says I. spinosa has an all dark notum without the light streaks.
