Reasoning: Length and shape of abdomen, plus orangish thingie at back of thorax, he said with scientific precision and conviction.

Bothersome: Tinted wings.

but not one of the popular flavors.

I'd say "Female" but not 100% sure.
But I do like your third option. (As an FYI, there are four common U.S. Toxomerus species that, so far, seem to have covered all the posts thus far, except yours. If you want to do some digging, there are 12 other rarer species, including some peculiar to Florida, if I've got that right. As for me, my job's done here.)
