Taeniaptera trivittata - female

Taeniaptera trivittata - Female
John Heinz National Wildlife Refuge at Tinicum, Delaware County, Pennsylvania, USA
July 11, 2011
Size: Maybe around 8 mm?
I think that this may be Taeniaptera trivittata.
There was a dead baby bird on the hiking trail and it was covered in Blow Flies. This fly was running arond on the ground, almost never flying, and it looked just like an ant.
The abdomen curled back under the body in a "U", does that help ID gender?
