Have never seen one of these. Anyone have a clue?

Sure looks like it!
I checked out all the pics, and "Cisseps fulvicollis - Yellow-collared Scape Moth" sure seems to be it. Thanks! I wish I had seen it open its wings; I love clear-wings!
