Egg mass.
Believe it or not, this is an egg mass of a horse fly in the genus Tabanus. Nice observation! I think we have a couple more images in our guide pages for Tabanus.

 
Nice to be given a choice
I'll choose not to believe. Bit early in the year for Tabanus my money is on Hybomitra. Possibly splitting hairs but I guess you would object to me calling all your wasps "Yellowjackets".
The most probable candidate is Hybomitra lasiophthalma.
