I watched a swarm of these wasps on 5/17/12. There were around 25 wasps all circling in a small area near some shrubs along a trail.

 
Speculation
Offhand, the only thing I can suggest is that you may have observed males that were being attracted to the vicinity of a newly emerging female. There might be other reasons for such a congregation having been observed, but I am not aware of what they might be.
