Perhaps 10mm long, but very narrow appearing like a midge at first glance. It would land on twigs and leaves not far off of the ground...

Antennas segments harder to discern than I thought! I guess I will leave it to the wasp experts, however, I added a higher resolution image. Hope it helps.

...But...did anyone else happen to notice the insect on the bottom of the leaf? I would really be surprised if someone knew what it was!

Gasteruption sp. Two species with a short ovipositor occur in California, G. assectator and G. kirbii. Unable to tell which from photos.
