My chalcid contact has confirmed this as Brachymeria, per the apical elongation of the hind tibia.

Brachymeria
Per Annoted Keys to the Genera of Nearctic Chalcidoidea, the apex of the metatibae should be more or less truncate in Hockeria. This specimen has a large tooth at the apex and looks more like Brachymeria to me.
