That's exactly what this one is
Not a great photo, sharper would be nice, but it IS the only one posted from Iowa so far.

Greg Courtney says he finds these regularly in his aquatics sampling. If he (or someone else) posts a better shot from Iowa we can send this one to Frass.

Tridactylidae, perhaps?
Bears a passing resemblance to Ellipes:



Don't hold me to the genus, though. Wait to hear from someone with some actual expertise. :)
