Harpalus.
My bet would be on the "murky ground beetle," Harpalus caliginosus. Should be very common there.

 
1 cm H. caliginosus
I've never seen a specimen of H. caliginosus less than 2 cm. long, but all mine are from south of the Mason-Dixon. Is there a N-S cline?

 
wrong id
This isn't H. callig*nosus. They look quite different and are much larger. These should be moved to genus level until they are figured out.
