Resin bee nest!
I would bet just about anything that this is the unfinished nest of a resin bee (family Megachilidae, Anthidiini?). Females of some genera make single cells like this, harvesting pitch and other plant resins, then "decorating" the affair with sand or pebbles. Neat find.
