this is a hemlock wooly adelgid.

I don't think this is HWA
I don't think this is a Hemlock Wolly Adelgid (HWA). Its rather large for HWA and looks a lot like Paraprociphilus tesselatus (woolly alder aphid) See Johnson and Lyons "Insects that Feed on Trees and Shrubs" pg 305. This is not a definitive ID, but the abdominal markings, color, and size are highly suggestive.
