On second thought, the scattered pale dots are probably feeding punctures made by a female agromyzid.

Fly mines
Probably Agromyzidae, but there is a thistle-mining anthomyiid and I haven't seen a description of its mines. A shot of the underside (to see if there are eggs there) could help.
