Thought this was a Tomarus sp. but was never clear on how to eliminate Parastasia. The head looks more like the latter to me.

compare the legs - should be no confusing a ruteline with a dynastine

The claws do not appear to move independently of each other which I understand eliminates Ruteline. Is that correct?

You identified a previous image of mine here which does appear to have independently moving claws as P. brevipes but then MJ Paulsen moved it to Tomarus relictus. Did Paulsen make a mistake or am I misunderstanding?

 
My mistake, Paulsen got it right
The other one only appears to have ruteline claws, I saw what I wanted to see. This is another T. relictus.
