Size: 1-2mm
upper surface of leaf, bottom surface, right under galls, had what appeared to be a fungus (see next pic)

Just a guess...
but your leaf looks like a walnut leaf, and the spots look like damage from Microstroma juglandis, which is a common but not serious fungal pathogen of walnuts. Info here (see page 3 and figure 4).

 
Smooth sumac
Rhus glabra with smooth, purple leaf rachis (very similar-looking walnut leaves have hairy, brown rachis).
