Is this a bee? fly?

Size: 1/8 inch, maybe less
This insect has its eggs under a blackberry leaf by a pond. I've never seen it off of its eggs. It watches them diligently. I've even seen it run off a tiny invader. It is not skiddish with humans, however. I have photographed it several days in a row, have moved the leaf and been "in its face" so to speak and it hasn't given me any notice.

Yes,
and I think the eggs can be narrowed down to pentatomid, at least.

Cool... the little wasp is a parasite which has parasitized the eggs of an other insect , I'm not sure but looks like the eggs belong to a true bug or a buterfly. Never read before that the parasite is guarding the eggs... Very interesting behaviour...

Hmmm
I collected some bug eggs like these from my yard in southern California. Brought them indoors to see 'em hatch. Tiny wasps hatched instead. I noticed the first one hatching. It then hung around. Later I noticed more wasps hatching, and it appeared the 1st one was mating with each of them. Some others started to hatch and the first one looked like it was checking them out, then they never fully emerged from the egg. Purely anecdotal evidence, but it seemed to me the first hatched wasp was a male which then mated with each female, and killed each succeeding male.
