Gagne, in Plant Feeding Gall Midges of North America, mentions several species of Harmandia that form galls on the leaves of poplar, including H. stebbinsae, "blister, convex and reddish on the upper surface of the leaf, flat and light green below, occuring between or on veins."

Await expert opinion, of course.
