I suspect it is Agathidinae.

Ichneumonoidea
It's a parasitic wasp; not a beetle. Because of lack of wing vein detail, hard to know if it's in family Ichneumonidae or Braconidae. I would guess it's in subfamily Agathidinae (Braconidae) based on (1) black and red coloration and (2) looks like wing venation is very faint in apical portion of wings. Agathidines have very small marginal cells, unlike braconines (the other contender for my guess).

Wing veination is blurry, but due to size I'd bet its in the braconinae

I think this is an ichneumon wasp, due to the long ovipositor (tail)

A beetle would have hard wing coverings. Some one else can probably identify it further, since I don't know much about these insects.
