Size: similar to house fly
HI live in eastern Texas and see these critters appear around the summer (but only in recent years.) I've tried searching for a match but no such luck, yet. They're black, tiny(about the size of a normal house fly), flying insects with very long hind legs and a tapping tail which moves just like the "dippy bird" toy.

It's an ensign wasp, supposed
It's an ensign wasp, supposedly does not bite humans, and controls cockroach populations. So, it's a "good" bug.

I live in Cyprus and we get a lot of them. Also have cockroaches so it makes sense if the wasps are parasitoids on co kroaches eggs. Never been bitten by them...

Found one. Panic a lot.
Never saw one, so when it appears, me and my sibling, panic.
Well it bite my sibling's head and my leg, which, I torture it to amuse myself. Poor thing, she, or he died. I thought it was harmful until i found this, i never heard it came from Vietnam though.

Thier eyes is color blue and
I observed that Thier eyes is color blue and green only
I'm not sure if that color can reveal thier gender

Black Insect With Wings
Yeah, so I live in the UAE and I have the exact same insect living in my toilet. But I just want to know, is it harmful to humans?

 
flying mosquito/cricket
I don't know the name of this insect, but it's bite is painful. it has flea or cricket type long stretched/springy-like legs. It flies like a mosquito and its black. It's shell is hard. It flies quick.

I've only noticed it in the past 2-3 years because it bit me. Every once in a while one will slip into your house probably to get out of the heat. So don't leave your door open long when carrying in packages from your car or you will run into one. What is it?

I have lived in Texas all my life and I have never seen this insect until the past 5-8 years. I wonder where it came from? They sting or bite too.

May not be this exact species but...
...something along the lines of:
Cockroach Egg Parasitoid Wasp (Evania appendigaster)

.. I often seen that.. and when I compared it their just have two different eye color.. the other one is green

oh wow, VERY similar! I wish I had taken a better shot of the tail for comparison. Thanks mate :)

edit: upon inspecting another (blurrier) photo I took from a better angle, the tails do match exactly. Thank you so much! Now I don't have to fear these anymore.
