Yep, it is a mydas fly, Mydas tibialis.

Mydas Fly, perhaps
Sure looks like a Mydas Fly, family Mydidae. It does not look like the common species we have down here in the Piedmont of North Carolina, Mydas clavatus, for which there is a Guide Page. There are quite a few North American species, just in genus Mydas, and I can't find any regional checklists--there are no entries at NC State University Entomology for that family.

In any case, sure looks like a wasp-mimic. I've seen wasps about with a dark body and wings and brown legs like that. Neat.
