Located on low vegetation in a small open area in a mixed forest near a large swamp (Swamp of Toa - Chickasawhatchee) in southwest Georgia.
Looks very similar, if not identical to female Toxomerus politus:

I think you must be right. I was thrown for a bit because, according to the Guide, the scutellum is supposed to be mostly yellow. Then I came across the images here. Consider these moved tentatively, pending expert confirmation.
