Tough angle, but we'd say
immature female Ischnura verticalis. Images in the guide here. (Hope you removed that Alliaria after the photo!!)

Garlic mustard...
The plant it's on is garlic mustard (Alliaria petiolata) an evil invasive, FWIW...

Thanks for the help everyone! I could not remove the plant as this photo was taken on Forest Preserve property. I dont know if theyre aware that an invasive plant as made its way onto the grounds. Theyre doing a massive prairie rehab in that area, perhaps this plant is native?

 
Definitely non-native -
but if they are clearing brush to restore health to a prairie, they may not be worried since Alliaria doesn't compete well with full sun native prairie species.
