Is this a fly? If so, what kind, please? If not, what is it? It was very golden looking in the sunlight.

More likely sipho group I think
The one you linked to has black legs. Not so with the pictured fly, which has lighter legs, more typical of the sipho group.

All the species of
Condylostylus
north of the Gulf Coast with yellow femora and strongly marked wings are closely related to
C. sipho
