I found this strange conehead-looking insect on a concession tent during a fair in downtown Bartow. I thought that this was quite a strange place for him to be.

OK, this is tentative,
but the best fit, based on the apparent length of the ovipositor, wings, and the shape and coloring of the cone, seems to be Caudell's Conehead - Neoconocephalus caudellianus.

 
Ovipositor Length
I measured the ovipositor, and it is around 25mm long, just to give you a better idea of it than that shown in the images.

but Polk County is getting really far south for that species. Can you take a photo that shows the underside of the "cone" on the front of the head. That will help a lot.

I was about to add to my comment.
but you were too quick. So, new one instead. Also, a photo that shows the entire length of the ovipositor is usefull for females (in some it sticks out way past the wings, in others it doesn't). I think I can see the end of the ovipositor, and it seems too short for N. retusus.

To me it looks like a Round-tipped Conehead
(Neoconocephalus retusus)
