Size: Body Length ~ 2 cm
This looks like an Inchneumon Wasp to me. I'm hoping to confirm or correct family, and perhaps learn the genus for this specimen. Thanks for looking! ;-)

Moved from Braconids and Ichneumons.

Moved tentatively, pending expert review--but I think the Balabans nailed it. The wing venation seems pretty distinctive. At any rate, it has far too few antennomeres to be an ichneumonid.

Thanks, John and Jane! I'll wait for an expert to give an opinion. I've been searching for a male Pelecinus for two summers! Lots of females out and about in August up this way, but I've never yet spied the 'short-abdomened' male. Of interest perhaps is that this specimen had a Pelecinus-like sluggishness, which is very unlike our ichneumons and braconids that seem to be always quite active. I'll attach the video clip of this specimen (below) in the next hour.
