Good catch!
They are quick to get out of sight when I am looking for them.
Sadly, they can destroy a shrub in two to three years. I hope that this isn't your garden. If so, prune all the terminal twigs with egg cases on them. It is the best line of defense.

 
Not in my yard
I've seen some leaf damage on viburnums in my neighborhood, but have only seen the beetles in other areas. I have mostly maple-leaf viburnum and that doesn't seem to be bothered much by the beetles.
