A nymph of an "annual" cicada. It is much larger and more hump-backed than the "17-year" cicadas.

The large size and hump-backed appearance shows it to be an "annual" cicada of the genus Tibicen, not a periodical (or 17-year) cicada. I have never heard of a "7-year locust" or cicada.
